Dust will be generated from the movement of the construction vehicles and heavy vehicles. The main receptor to the dust would be the occupants of the KT Beach Resort and villages such as Kg.Tg.Kapur, Kg Surau Besar and Kg Surau Pasir located along southern boundary of the Muara North and Kg Tg. Seberang Takir at the western boundary of the Muara North.

The pre-construction phase activities includes preliminary studies for Project design, preparation and surveying work, demolition of wooden shed and sampling of river and marine water, air and noise. The potential impact include:

1. Soil erosion

2. Sedimentation

3. Oil and grease pollution from machinery that used in construction during breakdowns and minor on-site repairs.

4. Generate dust from the movement of the constuction vehicles, heavy vehicles exiting the site may deposit sand on the public roads and may be thrown up as dust

5. Noise generated from construction activity

6. Construction waste shall be generated during demolition works of existing wooden shacks along the shoreline of Muara South and will increase once the building construction phase begins.

7. Heavy traffic would increase

8. Improper discharge of sewage and disposal solid waste by the workers

9. Potential flooding

1. The objective of KTCC master plan is to position Kuala Terengganu as the dynamic tourism gateway to the East Coast based on its diverse attractions and cultural heritage particularly in island and coastal tourism,inland tourism, cultural and heritage tourism and handicraft based tourism.

2. In KTCC Mater Plan, Muara North and Muara South development has been identified as one of the Key Development Areas (KDA). The proposed land use for mixed development comprising of residential, hotel, commercial and other services.

3. With the proposed development, Kuala Terengganu City Centre economic activities will be more diverse and able to attract more investments in the coastal, cultural and heritage tourism and services as well as injecting vibrancy and excitement to the existing Kuala Terengganu town while retaining its cultural and traditional heritage.

This Preliminary Environmental Impact Assessment (EIA) report has been prepared for the Cadangan Pembangunan Bercampur Di Muara Utara dan Muara Selatan, Bandar Kuala Terengganu, Daerah Kuala Terengganu, Terengganu Darul Iman. Hereinafter it will be known as "The Project".

The project site is located on a reclaimed land, about 75 hectares, at the river mouth of Sg.Terengganu, Daerah Kuala Terengganu, Mukim Bandar Kuala Terengganu. Muara North lies at latitude 5˚20’34” North and longitude 103˚8’31” East and Muara South lies at latitude 5˚20’19” North and longitude 103˚8’48” East.

The project is a prescribed activity under Activity No.9 (e) (Construction of New Townships), according to the Environmental Quality (Prescribed Activities)(EIA) Order 1987 and Section 34A of the EQA Act 1974 (Amendment 2002)

Kuala Terengganu is situated about 500 kilometres north-east of Kuala Lumpur at the estuary of Sungai Terengganu, facing the South China Sea. Kuala Terengganu City Centre (KTCC) project covers an area of 7 km radiating from the centre of Sungai Terengganu estuary extending north, east and south of Kuala Terengganu city area.
